From the 2012 admissions code: "1.42 ... admission authorities must consult on their admission arrangements at least once every 7 years, even if there have been no changes during that period.
1.43 Consultation must last for a minimum of 8 weeks and must take place between 1 November and 1 March in the determination year.
1.45 For the duration of the consultation period, the admission authority must publish a copy of their full proposed admission arrangements (including the proposed PAN) on their website.
So the admissions authority have to publish proposed admissions arrangements but don't have to give the game away by explaining that there is a consultation process and thereby increase the risk of being troubled by awkward members of the public who might want to contribute. The Admissions Authority for Reading School is Reading School and their admission arrangements are always
on their website. Maybe the word "proposed" was slipped in during the 8 weeks of "consultation" just to keep it legal.
The only public information I've seen encouraging people to get involved is the Reading Borough Council link above. Unfortunately they didn't give any indication of deadlines. Parents are evidently expected to read (and understand!) the admissions guidelines and somehow know by telepathy where in that 7-year cycle of mainly not consulting the school is at any time.

which says "The Governing Body has consulted on its policies 2014-2015. Any objections to the policies should be submitted to the School Adjudicator by 30th June 2013.
