Help in appeals

Help in appeals
Hello,
My son is currently studying in Year 8 in an Independent School in another County.
My wife had to move because of her work during the current academic year, and I cannot. My son has to move with her. We applied and he apppeared for a Late transfer 12+ exam conducted by the Bucks county.
I got the result today and he has secured 119/121 and has been denied admission. Though he appeared for a 12+ exam, the result letter says 13+ Late transfer. Could that be a simple printing mistake or the age standardisation of 13+ is different that 12+ and as a result did not get the admission?
Any help and guidance and what I should do next would be appreciated.

Really appreciate your efforts in helping us.
My son is already stressed out with leaving his current school and not getting in to a Grammar School. He was really looking forward to it.
Now he is totally heartbroken.
I have no idea how to take this forward. Hope things work out.

I think you have hit the nail on the head Ian, but we need some clarification from turbovin13 here!
Turbovin13, your son may only be 12 years old, but if he is in Year 8, the test he has taken is the 13+ and it is fairly obviously testing for immediate (in-year) entry? If that is the case, then the letter is correct, and you need to appeal.
As a footnote, it is quite amusing that 3 of the most senior Mods have been utterly bamboozled by this one this evening!! Two of us have the excuse that we are "overworked and over there" on the Appeals section. The other one has no excuse.
(OK, I will admit that I know why she is so busy, but I can't post it here. )

The Bucks council sent us a form explaining about 12+ and an example paper.
He sat for out of turn exam where there was one more candidate appearing for 13+.
Also my son will be 13 in a week's time.
So we are not exactly sure what the letter means by 13+ when we were told that it is 12+ (immediate admission to Year .
Wanted to get help from you guys before talking to the council on Monday.
