Allocation Tables - what do they really mean?

Hi everyone,
I've been looking at the allocation tables and noting the distances etc that are offered. Some schools like say John Hampden state that all who put John Hampden down were offered a place. But what does that actually mean? Is that all who put John Hampden at 1 on the CAF form are offered a place? Or does this include if you have put that school at no 2 or no 3?
