so where will additional places be found for those that appeal if the number qualified is already greater than places? Will this be taken into consideration in the appeals process or does it potentially mean qualified children may not get a place as schools are full?

Apeeal are decided on merit not number of places - yes it's true that a successful appeal of someone close to a school could 'displace' an out-of-county applicant. This is fair - the 121 is set to allow some capacity for appeals. Bucks residents are guaranteed a GS place - allocation to a specific school does not happen until mid February - all done at County Hall.
