Parmiter's admission arrangements 'permanent home address'

Just a query on Parmiter's school admission arrangement for 'permanent home address'. I want to know that if I am renting property in the catchment of Parmiters school from 6 months before the time of the actual secondary school application process, then its a valid criteria. I am confused because Watford Boys Grammar School clearly states the below. Does this apply to Parmiters school as well.

Below is the paragraph from Watford Boys Grammar School's admission arrangements.
Which clearly states that

"If the main address has changed temporarily, for example where a family is renting a property on a Short Term Tenancy Agreement (12 months or under), then the parental address remains that at which the parent was resident before the period of temporary residence began"

See the whole paragraph below from Watford Boys Grammars school admission criteria.

"In applying these admission arrangements, ‘permanent home address’ will be defined as the permanent
place of residence of the parent with whom the applicant spends the majority of his time. The home
address must be the address where the applicant is living at the time of application and before the
closing date for applications. Where parents/carers share responsibility for part of the week, then both
home addresses must be quoted. The school may check the authenticity of the address stated. Proof of
residence or further information may be requested and must be provided.
If the main address has changed temporarily, for example where a family is renting a property on a
Short Term Tenancy Agreement (12 months or under), then the parental address remains that at which
the parent was resident before the period of temporary residence began unless it can be shown that all
ties to the previous address have been relinquished, or that the move is not easily reversible. The
Governors may refuse to base an allocation on an address which might be considered only a temporary
address."

These rules are to catch people who abuse the admission process.

Those who have genuinely moved their residence should have no problem with the above. Obviously, they would have sold or rented out their previous home (if owned), closed their prv. council tax account, Utilities account etc. and would have moved their bank accounts/credit cards account etc to the new address.

Permanent address means where someone intends to live for foreseeable future; not for next few months and going back to the old address. If some one has short term rental contract for some genuine reason e.g. because they are looking for other premises in the area, that could be a reasonable justification for short term rental contract.
