SW Herts and DAO back together in one section please mods

This is still under consideration, pending further announcements from DAO, but there were far wider reasons for the original split, such as:
- The SW Herts schools are a consortium - a far more homogenous grouping than the totality of all Herts/Barnet/Enfield Schools.
- The crossover between the two areas applies to a minority of parents.
We will review this more thoroughly once we know more, but we will not be making a precipitous decision. As you can see from the original threads about the split, a great deal of work went into taking the two sections apart:

We will not be hitting the "Merge" button until we are convinced that there are very good reasons to do so!
