That's all very odd. You see, I remember this very well as I thought my son was very unlucky being so close but yet so far. As we are OOC he was on the top 10% list and there were two other children with the same score, but who lived closer. On top of all that, if subsequently anyone who lived closer but with the same score went on the list, either because they moved or changed their mind about the school they got, they would have pushed my son further back on the waiting list. That's why I had to go through the stressful process of appealing when the waiting list should have been enough.
I can see this from the Judd and Skinners who seem to allocate throughout the appeals process.
All in the past now. All I could suggest would be to get clarification from the school in writing.
