So how can this be proposed when in the neighbouring borough, Bexley, it isn't. Bexley Grammar School is right on the border with Greenwich and the school operates distance as it's criteria (although Bexley borough does gives grammar places in it's 4 schools to applicants, regardless of address, to the top 180 performing children).
Surely all applicants, assuming the 11+ score was the same, should have an equal chance of a place. This clearly is not what would happen in 2010.

The "objective and consistent" part means that they can't use feeder schools to discriminate against applicants just because they are in another local authority.
