You need to turn them all into decimals or fractions so you can compare.

Some can be eliminated on inspection.

Option 1: Convert all into same format (say into percentage)
3.6%
1/25X 100 = 4%
0.05 = 5%
3.49%
1/15X100 = 6% (approx)

Option 2 - compare "like v/s like" and eliminate. This is usually quicker but dirty.

compare 3.6% and 3.49% --> 3.49% is lowest

compare 1/25, 0.05 (i.e. 1/40) and 1/15 --> 0.05 is lowest

Now compare 3.49% with 0.05 (i.e. 5%) --> 3.49% is lowest and is the answer.

I suggest the DC should be well versed with inter-conversion of fraction, decimal and %tage to solve these type of problems.
