The paper clearly stated for the pupils not to change the order of the letters but for some reasons the authors rearranged the letters in order to get an answer. was this an oversight or did i miss something here. I hope this kind of thing doesn't happen in the real exams.

roe has not been rearranged, when forming 'robe' i'm afraid.
The 'r' is still before the 'o', and the
'o' is still before the 'e'.
'b' has just been removed from 'beach' to form 'each', and then the
'b' has been slotted between the 'o' and 'e' to form the new word 'robe'.
The other examples use the same method.
