Could someone please help me with the following question?

28 [28] 2 6 [4] 3
24 [ ] 4

The correct answer is 12.

24 [ ] 4

28 divided by 2 = 14
14 x 2 = 28

6 divided by 3 = 2
2 x 2 = 4

24 divided by 4 = 6
6 x 2 = 12
