I would suggest that the answer is TRUST.
Although Patricia is correct in stating that NFER guidelines do not say that you cannot use the same letter twice, the general convention across all their familiarization and practice papers is that letters are only used once.
Also it is highly unlikely that in a real test such an ambiguity will occur.
I think that the ambiguity allows for a small amount of discussion, but the important message to give to the student is that it is an ambiguity within a question that has not been written by the test providers.
