What exactly is the meaning of qualifying score in tiffin?

What exactly is the meaning of qualifying score in tiffin?

Sorry, if this is a dumb or oft repeated question.
The tiffin letter says the 'Qualifying score' in past 5 years has been b/w 223- 229.
What exactly is the definition of this qualifying score. I can think of the following scenarios:
A) It is the score for which offer letter is sent on march 1?
B) it is the lowest score till which offer letter was sent after the waiting list cut-off?
C) it is lowest score after waiting list + appeals?
D) it is just the lowest score for which you are encouraged to apply and therefore the lowest cutoff for 1st march offer could be actually much higher than the 223-229 range?

Any ideas?

Two more follow up questions then.
A. Does anyone know what has been the cut-off score for March 1 offer day in past years?
B. Given exams were early this year, any idea about the average scores this year? Is it lower or higher as ususal or is it going up every year?!!

It was 231 last year (eventually falling to 229 for the last waiting list offer) and 228 the year before.
I don't know the answer to your other question though. I doubt anybody really knows whether cut-off scores will be higher or lower this year - it depends on so many factors not least how many people share the same score, how many people took the test as a mock with no intention of listing the school, how many people on high scores list other schools as their first choice...
