Yes it is not a fine measure. I think it is children entering with 3 or less, 4, 5 and above. The measure of what is satisfactory is coarse too. But it still gives a feel and you can then find out more. It's better than nothing but not ideal.
It does tell you something. For example, if a school gets 50 percent of high attainers to make satisfactory progress in maths, and another similar school 95 per cent, it might be telling you something about the maths teaching at that school.
