Sats scores re future attainment

my son only got 4s in his KS2 sats, so his senior school is only obliged to go up 2 levels to a 6 at KS3 to be acceptable for its value added quota which in turn will effect whether he sits the higher level GCSE's. If he had acheived 5's then they would be obliged to help him acheive a 7 at KS3 and then automatically entitled to sit the higher GCSE's
Does anyone have any thoughts, knowledge on this? I find this quite worrying?? Surely this doesnt happen????

The targets should also include his TA levels - and are TARGETS - of course some children improve and targets can be raised. The school would get 'value-added' for more than 1.5 levels improvement -

What about children who don't sit KS2 tests? How do senior schools assess what value added they should be working towards and ultimately GCSEs.

They are sometimes assessed to give a nominal target for KS3 -

KS4 targets can be set from KS3
