Best resources to improve English writing

My youngest DS is continuing to struggle with writing. Despite progressing well with reading 3c to 3a, S&L 3c to 3a, he remains a 3c for writing ( he has only progressed 1 sub level in 2 years). I dont have a level for SPAG but he goes to an older age group class for this so I am assuming no issues. The problem seems to be that he cant/wont apply what he has learnt in a "creative writing" situation.
I feel I should do some work with him over the summer (we are not preparing for 11 plus, I would just like to get him to a level 4 before secondary school). Can anyone recommend some idiot proof resources? (English was my weakest subject)
