The epcected level in year 6 is level 4 with most kids hopping for a level 5, so why is year 3 where kids are 3 years younger. many kids will achieved a level 4?

I don't think they do! They don't actually do formal SATS in year 3 anyway.

You can only get TA assessed level 4 in Y3 - it will not be assessed on the full range of level 4 topics.
