Net Capacity and Total Number on School Roll

Is it okay for the total number on a school roll (NOR) that also includes sixth forms students to exceed the Net Capacity of a school and to exceed maximum workplaces available?

Eg Net Capacity 1395, Maximum workplaces available 1515, minimum workplaces available 1363

Total on school roll inc 6th form = 1688

Sorry for all these questions but I have a secondary school appeal pending so am doing lots of homework over the Bank Holiday week end!

It's unusual (in my experience) to see such a big discrepancy. It begs the question: 'Why?'
