Is it worth appealing if we are OOC?

DS past Kent and Bexley really well but failed to be offered a place as DS had a gap of 3 to cut off mark. Can we still appeal on academic grounds on basis of other 11+ test marks? No mitigation circumstances. Only fluent in a language that the preferred school offers and the allocated doesn't.
DS was devastated as she had excellent marks.. just not high enough.
Is there any hope?
