No point in anyone having a right of appeal, though, if the admission number can never be breached .......

I assume the panel didn't turn down the school's stage 1 case? That being so, and assuming ICS legislation wasn't involved, it was a balancing act - they must have judged that the parental cases were strong enough to outweigh the prejudice to the school.I don't understand how that can just be disregarded .....
