Please does anyone know does an appeal board have specific point to prove based on the evidence supplied, or is it on thier judgement alone?

perhaps I could of made this a little clearer....
say, for example that they would have to prove consistency in exceptional performance for a given period that would/should have resulted in a pass?
or maybe if the exceptional circumstances provided were absent then under normal circs they would have been expected to pass.
What I am really trying to get at is,
Is it down to anything specific or just thier judgement on the day based on how the parent has prepared the appeal. I know every case is different, but they must have some peramiters.
