Appeal for 117/118

Hello
We don't live in the Bucks area and current school (non Bucks or LA partner school) does not provide a reference. We are predicted a level 5 next year.

Which is the best way to approach an appeal?

re the reference - can I ask why they won't / can't / don't provide an appeal??

Kids come from all sorts of schools at variable distances - some move just before etc etc and the schools usually help out.

Sorry E & wheretostart - didn't realise that there were some schools who were unable to give references - aware that some were reluctant.
