How long is a permanent move? What to say at appeal?

We moved house in November 2011 where the main criteria for oversubscription is distance from the school. Our new home falls within the distance of allocated places, but didn't get a place because our application was processed from our previous address. We have let out our old home until sept 2013. If our DD wins her appeal, we plan to move even closer to the school in late 2013. Should we mention this at our appeal, or would this information make them think our present house is only a temporary move.

Panels like to deal in facts, and in hard evidence. They often hear "We plan to move closer," but they can never be sure, and might be sceptical.
