what's the difference between a review or an appeal? If a GS hasn't reviewed a borderline result before sending out the results, we do request them to 'review' or do we 'appeal'.

Not all regions offer a review - so it will depend on where you are located.

Depends on your region. If you are Kent, you have to appeal. There is no such thing as review.
