Conidential and Delicate information for appeals panel

Hi
I have an appeal in a few weeks for non-qualification and over-subscription.
I think that I have the non-qualification aspect covered as there were extenuating circumstances that came to light after the test - which she failed by 2 marks. We have evidence of this and full support from the primary school. Had she passed she'd have gained a place due to the schools sibling rule
Some information has very recently come to light which I would like to use as part of my reasons for wanting DD2 to go to the same school as DD1.
As the situation is in its early stages and I am not sure what the outcome will be I am not sure what I can say/write to the appeals panel other that I feel that in terms of sibling support I feel that it is important that they are at the same school should the worst case scenario arise.
It is also a very delicate subject and I am concerned as to how to broach it with the appeals panel or how much information I give. I also need to be assured that everything submitted is treated as fully confidential by the school and the admissions panel.
