Thanks for posting this. Very interesting information about the London boroughs - well below average success rate.
The last available national figures for all secondary school appeals gave an average success rate of 36.4% (broken down as 40.5% for community and VC schools, 31.8% for foundation schools, and 26.6% for VA schools).
