Appeals - do the parents know if he school appeals

Does anyone know whether or not the parents are told if their child fails and then is appealed for by the school?
This is not a statutory appeal (Q&As, B18).
Because these non-statutory reviews are entirely at the discretion of the LA, it is up to the individual LA to decide whether and when parents are informed .......
