Priority question

I would like to make an in year transfer to a school and my child is now on the waiting list. She meets two of the school's criteria, I understand the children ahead of her on the waiting list meet one criterion.
After reading council websites I am rather confused as to where my child should be on the waiting list. One council states that children who meet more than one of the criterion have priority over children who meet only one. Another website states that children who meet more than one criteria will be considered under the highest of those criteria.
The school in question is VA and has no information regarding this on the admissions arrangements. I would really appreciate any advice that you could give.
