From 2008, those LAs that retained first preference first in their co-ordinated schemes 'must' convert to the equal preference style. This was one of the main requirements in the admissions code which became law in February of this year and LAs had to be mindful of this when setting their 2008 admission arrangements.
One of the 'shoulds' was that selective results should be known before the preferences had to be declared, but many of the large testing LAs and schools have not implemented this part of the requirements. Actually as long as you have equal preference it is not essential as long as you have enough preference options in your LAs scheme and you truly list the preferences in your order of preference. Many people would always want any grammar school above any other school, but some may prefer a local comp or upper in preference to a grammar school a long way from home, so might mix school types up in their ranking.
