Shapes added together

Help with a query needed please. When you have a question of the type: "Which shape or pattern is made when the first two shapes or patterns are put together," sometimes with the choice of answers you are given, the shapes have been rotated. My question is, is it possible for only one of the shapes from the pair to have been rotated or is it always that if rotation is involved, both shapes must have been rotated?
