Sample paper help

Hi, I downloaded the NVR sample paper (it says 'fourth non verbal reasoning paper' on page 1, and effectively just says 'Sep 2004 sample paper' on the cover) and went through it today, and for the life of me can't figure out q7 on page 2... can anyone tell me how to solve this one please?
