Letts Paper C Section 5 Question 5

Hi
This question has me stumped. DC says the answer is A (The only one where the total number is even). Answer sheet defines the answer is C. ( I assume because it is the only one where there is greater number at the top than bottom.
Why is one reason more valid than the other?
Any help greatly appreciated.
