Non-verbal reasoning query

Hi
Can anyone explain why the non-verbal question papers I've downloaded from this site allow the candidate 50 minutes to complete it whilst the non-verbal NFER papers only allow 30 minutes for the same number of questions i.e. 60. I'm finding some of the NFER questions very hard and unfair in that a child is expected to only spend thirty seconds on each one.
