Is this CEM?

It seems like Kent is going to have a single reasoning paper and just 1 test testing maths and literacy. Is that a typical CEM format?

It's not typical - but I don't see why they couldn't arrange their questions differently if asked so that the papers were split like that. Flexibility is the point of having bespoke tests after all.

How do you suppose a paper could combine both maths and literacy, Okanagan? Unless they had specific sections for each? ...

The tender for Kent said they wanted two papers in total which would test reasoning, maths and literacy. So that letter that someone quotes in the Kent section doesn't tell us anything other than maths and literacy is in one paper, and some kind of reasoning is in the other. It probably means that the other paper is both VR and NVR as maybe they wouldn't want to take up a whole paper with verbal reasoning on top of testing "literacy" in the other paper alongside the maths.
Whether this is CEM or GL is anyone's guess. They could both mix up their questions any way that you asked them to.

That announcement says that there will be two test papers - and what will be in each one. It doesn't actually say that they'll be standardised per paper - so it could be separately standardised per subject area (which CEM do in other areas - mixed papers, separate results).
