Passes based upon x% of ability range

Hi All,

I wonder whether any mathematicians out there can help me?

Will the number of children in the top x% of the ability range of a cohort always be the same number as those who gain the best x% of results?

Eg (fictitional numbers) 1000 people sitting the exam with criteria of top 30% of ability range of the cohort being counted as a pass. Is taking children with the top 300 ranking scores meeting this criteria?

My thoughts are that if the cohort is skewed there could be more than 300 within the top 25% of range?
