I don't know anything about the other areas but the Boston Grammar Schools in Lincolnshire only offered 163 places between them last year out of a possible 232. I suppose Councils are reluctant to spend money on keeping places going without any firm reason to suppose that there will be the people to fill them, especially when in Lincolnshire they had to direct several other schools to take over their PAN to accommodate some 60 odd children for whom there would have been no place in their locality.
