4. PROCEDURE TO IDENTIFY PUPILS 'DEEMED SELECTIVE'
USED BY ALL GRAMMAR SCHOOLS IN BEXLEY
To be admitted to selective schools children will have taken Bexley's selection tests
and done sufficiently well to have been deemed selective. The selection process is
competitive and selective places will be offered only to those who achieve Bexley's
selective standard. Parents of pupils deemed selective will be eligible to be
considered for a place in any Bexley selective school.
Deeming selective
The total score that pupils have to achieve to be deemed selective will be set by the
selection panel, a panel of officers from the Children and Young People’s Directorate.
Review arrangements
In exceptional cases, evidence from a head teacher that a test result is
unrepresentative, for example because the child was unwell, will be considered
alongside the test scores. A panel of Head Teachers and local authority officers
decides whether in the light of that evidence the child should be deemed selective or
whether the pupil should be considered as being one of the top scoring 180
candidates.
Independent observers attend meetings of both the selection panel and the review
panel.
Appeal arrangements
Parents of pupils not deemed selective may express a preference for a place at a
selective school and may then use their statutory right of appeal against a decision
not to offer a place at that school.
Over-subscription criteria
The over-subscription criteria used to allocate places for selective schools are set out
in the next section.
5. SECONDARY SCHOOLS
Admission to year 7 at secondary transfer
1. Pupils born between 01.09.2000 and 31.08.2001 inclusive will be admitted to
secondary education in September 2012.
2. The admission numbers for schools are attached.
3 The Authority has a selective system based on ability. Entry into grammar
schools will be dependent upon the results of selective tests held in year 6.
Further information on selection arrangements is set out in Appendix C. Only
pupils 'deemed selective' in those arrangements will be offered a place at a
grammar school.
4 The application process will be that set in Bexley’s Secondary Co-ordinated
Admissions scheme. Decisions will be taken by the admission authority for
each school. The process will be co-ordinated by the London Borough of
Bexley so that each applicant is offered the highest preference for which they
qualify.
5. Children with a statement of special educational needs naming a school will
be admitted to that school as a result of that process and will be given
precedence for admission to that school.
6. In the event of there being more applications than places the following
oversubscription criteria will be used.
A For non-selective schools (Blackfen School for Girls, Cleeve Park
School)
Priority A1: This is given to children in public care (‘looked after’ children).
Priority A2: Medical
This is given where a child, a sibling or a parent has a medical condition,
which make it essential, on medical grounds, for the child to attend the
preferred school. The Council’s own medical adviser may be asked for a
professional opinion on the case presented.
Note: Parents wishing to request this priority must do so, and provide any
supporting evidence, at the time of application. Later requests will be
considered only if the medical condition occurs after the closing date for
applications. Medical conditions consequential from a failure to obtain the
preferred school, for example emotional distress (whether or not leading to a
recognised medical condition), are not such as to fall within this priority.
Priority A3: Sibling
This is given to a child with a brother or sister attending the school at the time
of admission, other than where the older sibling started at the school in the
sixth form.
Note: For this priority, brother or sister includes a full brother or sister or
step/half brother or sister living at the same address.
Note: Where there are more applications than places which fall into the
above three categories, then distinctions will be made between applications
on the grounds of distance from home to school measured along the shortest

home address at the time of allocation. That is the address at which the child
lives with the parent or registered guardian who is the main carer, that is, the
parent eligible to receive Child Benefit and/or Child Tax Credit.

This gives priority where parents express a preference for single-sex
education on religious or philosophical grounds.
B For Grammar Schools (Chislehurst and Sidcup Grammar School,
Townley Grammar School for Girls)
Only applicants “deemed selective” will be allocated places at one of these
schools.
Priority B1: This is given to children in public care (‘looked after’ children).

This gives priority to pupils who are one of approximately 180 candidates
achieving the highest total scores in the selection tests. It applies only to
children sitting the tests for entry to a grammar school in September 2012,
and not to children tested once they have started at secondary school.

This is given where a child, a sibling or a parent has a medical condition,
which makes it essential, on medical grounds, for the child to attend the

I must say that I'm disappointed Bexley hasn't changed the Top 180 system for this year. The process is well overdue a shake-up and yet again bright Bexley kids may miss out. I thought Bexley had made noises about making the admissions fairer to their own children. Obviously the council is not interested in local kids and is keen to pursue their current policy of welcoming, with wide open arms, as many OOB's as possible at the expense of their own residents.

I phoned Bexley council this year to see how many children had been deemed selective. They told me they had lowered the pass mark by 1 point so an extra 300 children were deemed selective compared to last year. I can only assume this is their way of making sure distances close in if more children can apply for places. They told me 1500 were selective this year compared to 1200 last year.
