This might be a raw %, but cannot be a normalised percentage. Mathematically speaking, the top 180 out of 5800 is approximately 3%. In other words, 97% of the students scored below them.
Using your formula, 247 equates to a percentage of 70%. So this has to be a raw % if we assume that what you are saying is right.
