To be fair the traffic and tourists are only really bad in summer (well, okay, March to October ).
All the ratings I've looked at for York are pretty good - but I suppose it depends which course you're wanting.

Don't know how good the particular course is but the Uni is very highly ranked with plenty of investment.

Warwick very hard to get into for economics and maths courses: 3 years ago only one boy in my DS's excellent grammar school got an interview and offer from Warwick for any economics or maths courses (and he went to Cambridge in the event): several boys applied.
My DS got 5 A's at A level, and is now on track for a first at a Russell group uni, so he's not daft (well, not at economics - real life, now that's another matter altogether ), but Warwick were happy to turn down several like him.
