As someone who has seen the effect of bad marking at first hand (not A Level but GCSE - dual science moved from BB to AA on a remark, huge number of marks gained on second marking) I know the effect can be dramatic. I am not sure though that sitting exams at the start of the summer term will realistically help as they will have to be marked very quickly indeed in order to get the results in time to apply to university. This will probably lead to poorer marking and more appeals for remark I would have thought.
The suggestion that the first year at uni could start in January was more sensible, I thought.
