Understanding headteachers accuracy of Recommnedations ?

We have our appeal hearing this week in Bucks. The pre-read showed the success rate at DS's school and showed as follows:
1/1 - 0 (0)
1/2 - 9 (8)
1/3 - 0 (0)
2/1 - 1(0)
2/2 - 16 (8)
2/3 - 3(0)
3/1 - 1(1)
3/2 - 3 (1)
3/3 0(0)
and 55 (7) = no. of children not recommended

Essentially it all looks fairly accurate to me until the 2/2 box, where only 50% of those predicted to succeed at 11+ actually did. Our DS was one of the 16 given 2/2 - is 50% accuracy low ? Are the panel likely to interpret the predictions as not accurate and therefore put low weight on the headteachers recommendation ? Does the fact that a number of non-recommended children passed help us, as evidence the HT wasn't being over generous on their recommendations, or rather show further accuracy issues ? HT did say the results were all over the place this year - has anyone else heard this in Bucks ?
