I think for Question 1:
if you have the format...
a(b)c,
then answer is (a/c) + 4=b
if you have the format...
a(b)c,
then answer is (a/c) + 4=b

a(b)c, then it is 2a+c=b

Unfortunately that would not work for set 3 as answers are always whole numbers.
1 divided by 2 = 0.5
0.5 plus 4 = 4.5
Perhaps Venus 2010 has accidently reversed the numbers?
It would be helpful if any one with queries such as these could tell us:
1] The publisher
2] The answer given

You may be right but let's wait and see the data. I advised on the information given, I too thought it odd about decimals but there is always the off chance of examiners throwing in a curved call every now and then
