a,c,d,e are the same flag shape, if you rotate they can "sit" on top o each other.

b is not it is a reflection.

The crosses and kisses are a red-herring. :)

I have found this type of question really common and unfortunately even though I could spot it straight away, my DD and husband struggled. Steve is right in how he has explained it. Another way is, if you cut out flag 'a' you could sit it on top of c,d and e or if you cut them all out, a,c,d and e would look exactly the same, but b would be the opposite way on as its a reflection of a. I actually cut the shapes out for my DD to mess around with and she cracked it and has never had a problem since.
