There have a 12.5 mile catchment radius. This site is supposed to let you check if you are in catchment or not:

Demonstrating residence
Only one address can be used for application. In applying these admission
arrangements ‘permanent home address’ will be defined at the permanent place of
residence of the parent with whom the pupil spends the majority of the school week
(Sunday to Thursday nights inclusive) at the date of application. This address must
also normally be the address to which Child Benefit is paid. Permanent residency is
defined as owner occupancy or long-term letting contract of a residential property
where child benefit and occupied community charge is paid (evidence will be
required).
In the case of a recent change of address, additional evidence will be required in the
form of evidence of exchange of contracts or a signed tenancy agreement. This is in
addition to the child benefit statement and evidence of occupied community charge.
Families whose first home is outside the catchment area and/or who are only living
in short-term rented property (12 months or under) or temporarily with friends or
relatives in the area will not qualify to be considered as resident at that address.
Proof of residence can be requested at any time throughout the admissions process. If
it is subsequently discovered that an application contains a falsely claimed or dated
address, then any offer of a place will be withdrawn.
The student must be able to show to the school’s satisfaction that she has a right to
reside in the United Kingdom and is entitled to state education. Overseas applicants
must hold a full British or EU passport.

Thanks for your detailed reply. If one has to move permanently to Chelmsford area,
what is the latest date by which move should have taken place.
I called CSSE and also KEGS and they said that I should be before 31st October,
before filling the CAF.
Am I right in assuming that if one moves just after the CSSE result and before
submitting the CAF and having long term letting contract - will be considered
to be in catchment?

Hi,
Bear in mind that there is less than two weeks between getting the result and submitting the CAF.
If I remember correctly, we received the results on 19th October and had to submit the CAF on 31st October.
This question was asked at the KEGS enquiry visit last year and the Deputy Head said that applicants who had moved in those 12 days would be very much "under the radar" and subject to scrutiny.
Bear in mind that there is less than two weeks between getting the result and submitting the CAF.

Hi SKS, we were anticipating being in this position last year, and in the end were lucky enough to move house at end of September. In the process I came across the following, which may help you, from Essex County Council School Admissions Service

6.5.2. Applications received after the closing date will be accepted but may be treated as late applications. This means they will be considered after all on time applications have been processed. However, where the LA considers the circumstances for late submission to be exceptional (e.g. move of house), applications received after the closing date will be considered as on time, although it will not be possible to treat any application received after 7 January 2013 as on time.
I would strongly suggest clarifying your situation with them and/or you local council (if you don't currently reside within Essex County Council boundaries).
