Where did Spetember 2013 takers do their workings?
Some people tell me that the real Kent test (and of course it might change) says that workings should be done on the question paper, and other people tell me that in the real test the instructions say that workings should be done on a piece of spare paper. Which was true in September 2013? In all three papers?

Ds was definitely able to use rough paper (which was supplied) for all 4 papers. He was also allowed to mark the exam paper. He sat OOC.

Did he sit in a Saturday morning test centre?

My ds says the same. Rough paper was provided but he could mark the exam paper too (or at least he did!)

Yep. He sat in Weald of Kent. Wasn't exactly a morning - he was there for about 6 hours! Bit of a marathon for the OOCers, especially as the written exercise is less relevant for their outcome.

I've heard of children being told they should not mark the question paper (I think certain invigilators are under the impression it's true). That is incorrect, working may be done on the question papers or on additional paper.
What children shouldn't do is any working on the answer sheet as they are machine read.
