KS2 scores/points and what is 'expected'

Does anyone know how the system works regarding KS2 'values' for a child who scored a 3c at end of KS1 and is predicted a 5b at end of KS2 (5a in one subject). How many 'points' would that be?

3c doesn't exist - it's a level 3 at KS1 as it's not subdivided - that 21 APS (if that's what you are asking).

Each sub level is two points

level 4b = 27 points APS

level 5b = 33 points APS

so KS1 level 3 to KS2 level 5b = 12 APS (expected progress)

Did I read somewhere that the 'average' went up to 13 points last year?

Possibly - 12 APS is 'expected progress' but over 30% of children make 'more than expected progress' so that would make sense.
