PP and waiting lists

If a school has already filled its 20% PP quota, do pp applicants still get preferential treatment on the waiting list?

That's what I thought but I saw a post referring to 'position on the pp waiting list'? I suppose some schools may not have filled their 20%?

I presume that if a PP pupil declined their place it would be offered to another PP pupil.
