Do each oversubscribed schools have to make provisions by law for successful appellants in their numbers for admission. Especially when publishing their PAN.
Can they voluntarily exceed their PAN without this provision before any appeals heard.

No, they are required to admit up to their admission number (if there are enough applicants).
If below PAN the children would be admitted anyway, so there'd be no need for an appeal.
As to whether they can voluntarily exceed their PAN, the answer is "Yes" in very limited circumstances - see Q&As C6.
