sats banding levels

why such a difference in banding between a level 4 and 5? you need above 80% on average (70% for english) to get a 5 but anything between 50 and 80 is a 4. i do not think that's fair.
My daughter got two 5 and one 4. her friend got 3 4 but may be she still acheved 70% in all subjects which is good?

The level boundaries are decided on by the proportion of questions at each level. So you need a high % to get level 5 as you must show you can do all level 3 and level 4 questions.
