Can we read the questions first?

Hello.
As preparing for QE's second round and some independant schools, for the comprehension tests, are children allowed to spend their time as they like?
I mean, I am probably too lazy, but I myself always read all the questions first and start reading the passage. Then you know what you should look for and don't need to read again!
Also if children can underline the possible answers on the test paper would be practical, too. Are they allowed to do so?
Thank you.

Read all the question first will help student to plan which answers will write first. They can attend questions they know thoroughly first, so it is helpful for time management in exam.

personally I would suggest reading the passage first, you can always refer back ( although some of my pupils seem to think it is a memory test  )
